temperatures around the bay area though for today plan on about 64 degrees, warming up into san francisco. 67 oakland. concord, mix of sun and clouds, and about 69 degrees. and could warm up all the way to 71 in san jose. we'll take a closer look at that weekend forecast in a few minutes. right now, let's check on that traffic with gianna. >> thank you, lawrence. i just checked in with chp. first reports of an accident 580 westbound at el charro, a big rig and three vehicles, debris in the road. more details as it comes n still dealing with roadwork on 880. southbound right around broadway. all that coming right up. let's get back to the news right now. >> thanks very much, gianna. it is 5:00. the search on now for two dangerous dogs in north san jose. the pit bull mixes mauled a woman and killed her beloved husky. kiet do joins us now to explain, this is the third dog attack in the city in recent months. kiet, good morning. >> reporter: good morning. those vicious dogs are still on the loose and animal control and san jose police are

actively looking for them now here at cataldi park. this is a huge and vast park that measures about 33 acres. so at that hour of the night, no one could hear the woman's cries for help. this happened at about midnight on thursday. dawn wilson was riding her bike with her dog shadow. the husky mix was off leash when two dogs and pit bull and pit bull mix came out of the darkness and attacked him. they went for shadow's throat. the woman tried to stop it but they bit her, too. shadow is about 12 years old. didn't stand a chance. after half hour, he was severely injured and the pit bulls left him for dead. the 66-year-old woman found the phone that she dropped and called for help and shadow was so severely injured he had to be put down. wilson got stitches on her face. this is the third attack in san jose in four months. back in january a 78-year-old man was attacked by several dogs in the blossom hill area of south san jose and a month before that a 41-year-old woman was mauled by again pit bulls

in southeast san jose. so back out here live animal control says that with two dogs of this size, someone has to know something and if you do, they want you to give animal control in the city of san jose a call. >> thank you, kiet do in san jose. family members of bryan stow say they hope that he will wake up from his medically- induced coma soon. the latest update on the family's website says stow still hasn't opened his eyes but doctors have started weaning him off sedatives and taking him off the ventilator. two dodgers fans brutally beat stow into a coma after the giants-dodgers season opener in los angeles. police released a new sketch of one of the attackers. they say he has a distinctive mole on his left cheek. meanwhile, police is drastically beefed up security at dodger stadium. >> you throw beer on somebody, you do any kinds of assaults and you're going to be going to jail. >> giants star pitcher tim lincecum pledging $25,000 to a fund set up for stow and that

brings the total raised for stow to at least $235,000. it is 5:02. if bulldozers show up to work on a vallejo park today, opponents of the development say they will stand in the way. native americans say glen cove waterfront park is on sacred ground the site of a burial ground. they are asking the state to stop the city from building a park lot and a restroom there. and they plan a spiritual ceremony and occupation at the site this morning. the suspension tower of the bay bridge will be getting a little taller today. the work begins later this morning. elizabeth wenger is off traffic and on treasure island explaining what's happening today. good morning. >> reporter: hey, good morning, guys. yeah, pretty cool how the tower is all lit up behind me. engineering marvel. and as you said, it is growing by about 15 feet later on this morning. so that will bring the tower to 495 feet of its total 525-foot

height. let's actually go to some video. this is computer animation that caltrans provided us if you want to check it out satisfy your own inner engineering geek you can find it actually on their website. this is different from the previous four tower lifts which were comprised of four individual sections. i want to try to explain this clearly. this latest lift is just a single segment and it will sit atop four independent legs. so this section is known as grillage. it will hold a mile long single cable over the tower and if you're wondering why it's nicknamed the grillage, it's due to the position of internal steel plates that create the appearance of a grill great. so the latest tower section arrived back in february. and when completed the tower will be the signature element, of course, of the new eastern span. crews will begin hoisting that grillage 50 feet in the air -- 500 feet in the air later on this morning and caltrans hopes to have it done in a day. it's always amazing how they get it done seemingly so quickly. this is all supposed to start

at 10 a.m. this morning so again, as usual, if you are driving across the bay bridge, don't look. probably easier said than done. but in the past it has not caused big backups on the bridge when they have hoisted other parts of the tower in place. so they have just one more piece of the tower that's set to go up before the the whole structure is complete and the full bay bridge reconstruction project is set to be finished by 2013. back to you. >> wow, couple of years ago that seemed so far away and now it's around the corner. >> it's come a long way in the last two or three months. >> well, elizabeth, thanks very much elizabeth wenger watching it all happen out there. of course when you say don't look, we're all going to look now! thanks, elizabeth. >> you're doing this over to the east bay. it's pretty cool. hey, weather-wise, if you want a good weekend, is lawrence delivering? >> don't look. it's going to be beautiful! >> it's looking pretty good i think for most of the bay area. we are talking about temperatures warming up even today we are going to see those temperatures creeping up a few

degrees but some clouds are rolling over the top of this ridge. that will bring a slight chance of showers in parts of the north bay mainly northern sonoma county. for the rest of the bay area, it looks okay. temperatures much milder around the bay area. remember yesterday we had some 30s, 40s and 50s right now. i think as we head toward the afternoon, how about this? we are going to start with 70s getting ready for the weekend. 71 in san jose, 70 fairfield and napa and 69 degrees in livermore. yeah, we're going to see a few clouds with the sunshine but it's still going tomorrow pretty warm outside. all right. let get a check of traffic now with gianna. >> thank you, lawrence. let's go straight out to 580 near livermore westbound around airway, accident big rig couple cars involved. all the activity is on the right shoulder but we have debris in the two left lanes. some glass reported. so you might see some slight slower speeds there. 67 miles per hour there so traffic light out through the altamont pass. roadwork southbound 880 broadway to 23rd just wrapped

this is the sutro toy, 981 feet high pointing up to a few clouds. temperatures in the 60s and 70s today. your weekend forecast is coming up. a big surprise in oakland where gas prices got slashed and suddenly were back to 2011 levels again. >> it jumped to 4.35. >> what, it's over? >> it's over that quick. >> it's over. >> 4.35 a gallon. that's the posted price for gas at the arco station at 98th avenue and international boulevard but for some reason the pump price dropped to 1.35 for a while last night. >> man, gas is low, y'all, for some reason. 1.35 a gallon. come get it man. come get it. >> cars backed up into the street as word spread about the cheap gas. the crowd, though, as you can imagine disappeared after the price returned to normal.

the 4.35 would be a bargain in hawaii. a gallon of regular goes for 4.46 there these days. california is the second highest in the country at 4.18. in the bay area, triple-a says san francisco's average is 4.24. it is 4.20 in san jose and 4.19 in oakland. buck 35 i think you have to go back about 40 years for that. pg&e has received permission from state regulators for a rate hike that will bring $120 million over the next four years. customers will see their bills go up about 7/10ths of a percent each year. the average bill this year will go from 51.60 to 51.96 but by 2014 it could be as high as 58.16. now, most of the money will go towards repairs of those transmission lines. but pg&e will have to file reports twice a year showing what it's doing with all the money. critics have said the lack of follow-up in the past allowed pg&e to delay repair projects

at will. and a new theory from pg&e about what may have caused the san bruno pipeline explosion. ntsb releasing interview transcript yesterday where a senior executive with pg&e said the blast might have been caused by the earth's movement resulting from a leaky water pipe or a sewer main. but the u.s. geological survey reported there were no earthquakes near the site around the time of the blast. the final report on the explosion should be released in the next several months. time now 5:12. making the morning drive just a little brighter for commuters. the million-dollar makeover that couldn't come sooner for one bart station. and state lawmakers handing over the keys. how much california could save by taking away their free ride. all coming up. and chp on scene of an accident through pleasanton. westbound 580 near el charro. details on what that means for your morning commute coming up. ,,,,

at $235,000 after giants pitcher tim lincecum pledged $25,000. stow was beaten outside dodger stadium on march 31. family members say they are hopeful he could wake up soon from his medically-induced coma. the new suspension tower for the bay bridge gets another section today. caltrans will add a 15-foot piece to the tower about 10:00 this morning. chp is asking drivers though to keep your eyes on the road and not on the construction. that's hard to do. i mean, that thing is just sticking up there. you want to take a peek. it's something else to see. hey, folks, it looks like we're in for a pretty good day today. we have some partly cloudy skies today this morning temperatures not as cold with 40s and 50s out the die. toward the afternoon, even warmer than yesterday. some of these temperatures popping up into the 70s. now, what's kind of interesting though is even though we're seeing some warmer weather there is still a slight chance we could see some showers mainly to the north, northern sonoma county as a weak system

clips the bay area. the rest of us just some passing clouds so kind of a mixed bag around the bay area today. high pressure in control here but you can see a lot of moisture running over the top of it. most of the focus of that moisture towards eureka and crescent city but a couple of clouds will occasionally come further south with some of the energy touching off a couple of scattered showers especially late in the day. so it's going to be dry for most. we're looking at some mild temperatures but there is a chance we could see some of those showers not only today but as we head in toward the weekend. but on the bright side, we have some warmer weather. you get to the south bay you're going to talk about partly cloudy skies and temperatures as high as 72 degrees. 70 in morgan hill. about 70 in milpitas. about 69 in palo alto. and 68 in union city. lots of 70s into the central valley today. 72 in brentwood. 71 in antioch. and 71 degrees in pittsburg. to the north bay you will see a few more clouds and that may hold down those temperatures a little bit about 67 degrees in santa rosa, 66 in petaluma and about 65 degrees in novato. so as we look out towards the

weekend, looks good really for most of the bay area again you will see a lot of clouds over the top of the ridge. slight chance of showers mainly to the north in northern sonoma county. and then as we head in towards sunday a little more sunshine around the bay area but then late sunday night into monday a better chains of rain developing across the rest of the bay area toward monday. by tuesday, wednesday and thursday looks like high pressure begins to build back into the bay area. we'll dry things out and probably warm up right back up. let's get a traffic check from gianna. >> all right, thank you, lawrence. happy friday everyone. not too bad on the roads. in fact, we have been monitoring this minor accident westbound 580 reported around airway out of livermore. debris in the road but see all this green? it's not causing much trouble along westbound 580. clear through the altamont pass right now, as well. northbound 680 between stone valley and rudgear road we have roadwork until 6:00. again lots of green various lanes blocked so traffic nice

through that portion. roadwork on 880 southbound near broadway has been cleared. live here 880 through oakland not bad. southbound no delays towards hayward. also if you are traveling along the peninsula this morning traffic very light north- and southbound 101, also 280. live look at 101 near third street a few cars on the road but nice speeds working your way through there. southbound towards sfo no delays to report. bay bridge toll plaza metering lights are off. no delays. you're clear across the upper deck into san francisco. nice ride on the lower deck as you work your way into oakland. only 18 minutes on the eastshore freeway coming from the carquinez bridge to the maze. the rest of the bay area bridges are clear. san mateo bridge no problems both directions looking good and also your marin county commute friday light south 101. golden gate bridge a few cars on the road but a nice ride into san francisco. mass transit always a good choice. no delays for bart, ace, muni metro and caltrain. let's not forget the south bay.

live look at 101 near alum rock. we have some volume on the northbound side, southbound side clear, accident-free throughout the south bay. remember kcbs, our radio partners, at 106.9-fm. and 740-am. back to you. >> thank you. the free ride for state lawmakers coming to an end. a state panel voted to slash the program that provided state- paid cars, insurance, repairs and gas for legislators. the average cost about $7,500 a year per member. legislators will instead get a $300 monthly allowance to offset the cost of driving their own cars. this change could save the state roughly $2 million over 5 years. bart has hired a new interim general manager. sherwood wake man is a former general counsel in bart retiring in 2007 after 31 years at the agency. he will begin serving april 23 replacing dorothy dugger who was fired by the board and a

severance package of nearly a million dollars awarded to her. bart will unveil the revamped balboa park station in san francisco. there will be wider walk ways to serve disabled passengers a revamped entrance and fare gate area, and upgraded lighting. there's also a 1500-square-foot mezzanine. most of the money for the $6.5 million project came from federal funds. 5:21. it is music to the ears of oakland teachers and their students. we'll tell you how many jobs were saved thanks to some last- minute maneuvering. plus, high school memories on aisle 5. >> the unusual place to get some pricey free prom dresses that. and more coming up.

lanes. tow truck just arrived on scene. word of a trouble spot on 92. details coming right up but let's get back to the news. a dog attack at a popular san jose park. a woman risked her life to try to save her husky. kiet do explains this is the third dog attack in san jose in recent months. he joins us now with more. kiet do, good morning. reporter: good morning. that woman is now recovering with stitches to her face. her dog is dead. and the two pit bulls that are responsible are still out there. now, this all happened thursday at midnight when dawn wilson was out riding her bike with her dog shadow. that husky mix was off leash when two dogs, a pit bull and a pit bull mix, came out of a darkness and attacked them. the pit bulls went right for the dog's throat. wilson tried to stop it and they bit her too. cataldi park is 33 acres. no one heard her crying for help that hour of the day. shadow, 12 years old, didn't stand a chance. after a half hour he was left

county. the rest of us passing clouds and hey, some warmer temperatures starting out warmer even this morning. 40s and 50s out there right now. but by the afternoon, temperatures up into the upper 60s even some 70s by this afternoon. i think that's the way we are going to round out this weekend, too. it's looking good a mix of sun and clouds. and some pretty mild temperatures all around the bay area. let's get a traffic check with gianna. >> thank you, lawrence. stalled vehicle westbound 92 at 880. looks like it may be blocking the right lane chp heading to the scene. traffic is light, it's very early-morning. so far, so good not affecting your san mateo bridge ride. in fact, 13 minutes between 880 and 101 if you're take the san mateo bridge. now we are keeping our eye on this trouble spot along 580 westbound near airway couple of cars tangled up on the right shoulder. they are clearing debris out of the road. nice speeds, though. 67 miles per hour through there. so not too much of a factor. in fact, pretty friday light

not arrested by police. they tried to stop him from using a cell phone video to record an arrest of four people outside his front door. he says he saw nine patrol cars and was concerned about potential police brutality. >> the message is that there a bad officers out there. there are police who use the badge to bully. and i believe that's who i met. >> just because you are in your home, just because you are in your car, does not mean that you have a restriction and that you don't have to share or give that information to the police. >> duchine was convicted for obstruction of justice but authorities may be backing down. he has been contacted by vallejo police internal affairs you. another online video is raising questions about school safety in the east bay. two fights at hayward high school caught on video and then posted online.

both took place just as school was ending last week. some believe there may be a gang element involved. the school won a commendation for taking steps to increase safety. students are prohibited from wearing red or blue to school known as gang colors. still, they told us that nobody enforces that rule. get ready for a bigger bill. the new rate hike for pg&e and how much you might have to dish out. get up there and get that gas! >> wow, that's amazing. >> lines of drivers score on cheap gas. the mistake that saved people a lot of money. ,,,,,,,,,,,,

killing at least two people. dozens more were hurt. homes and a school were destroyed. at least six deaths have been reported around the midwest because of that particular storm system. officials are having trouble determining the full extent of the damage because of downed trees and power lines that are blocking roads. all right. we have a few clouds around our skies this morning. partly cloudy, not as cold as it was yesterday morning. these temperatures now really fairly mild. 40s and 50s out the door right now. i think by the afternoon, boy, it's going to be pretty nice. 60s, even some 70s beginning to show up. the one wrinkle in the forecast, even a chance of showers to the north mainly northern sonoma county as we do have a lot of moisture over the top of the ridge. i'll show you what we're talking about. you can see the clouds rolling over the top of it. most of the energy towards eureka and crescent city but occasionally you get some of the moisture that moves further to the south. here we keep some clouds in our skies on and off throughout the day today. we'll see some sunshine in between. it's going to be dry for most but a slight chance of a few

showers well to the north. as we head in toward the weekend looking good. we are going to see similar temperatures today plan on about 71 degrees los gatos with some partly cloudy skies there. 70 in morgan hill. 70 in santa clara and 69 degrees in palo alto. east bay temperatures up into the 60s and the 70s with some partly cloudy skies as well then the further you go north becoming mostly cloudy but even those temperatures going to stay mild outside with that slight chance of showers. 67 degrees in santa rosa. 66 in petaluma. and about 65 degrees in novato. looking toward that all- important weekend, yeah looking good. you will see clouds making their way across our skies and even a slight chance of showers continuing into saturday. come sunday a little more sunshine around the bay area, temperatures still staying mild. but overnight sunday night into monday i think a better chance of rain across the entire bay area as we come back to work on monday and then by tuesday, wednesday and thursday, we dry things out and we should warm those temperatures up too. right now let's check traffic with gianna. >> thank you, lawrence. not bad at all on the roads this morning.

in fact, overall we are friday light. here's a live look at 880 through oakland. traffic cruising along on that northbound side near the coliseum. no delays into the maze. southbound you're up to speed all the way into hayward. now, if you are traveling on 92, westbound approaching 880, we do have reports of a stalled vehicle. chp and tow trucks arriving on scene. it is blocking the right lane. but overall again it is still light. so just some slight delays through there. on the bridge, nice and light no delays everything looks good in both directions. 13 minutes between 880 and 101. the rest of your bay area bridges problem-free. we are just seeing a few cars there, some slight delays as you work your way towards the toll plaza but the metering lights are still off. clear across the upper deck into san francisco, no delays into oakland. if you are coming off the golden gate, traffic looking very nice. in fact, your marin county commute is problem-free. southbound 101 still about 8 minutes to go from highway 37 to 580. no delays northbound if you are headed into santa rosa. towards sfo along 101 traffic fairly light. we are seeing lots of green on

jose. this is the third dog attack in the city in four months the giants fan beaten outside dodger stadium may wake up soon from his coma. he hasn't opened his eyes yet but he is being weaned off ventilator and sedatives. the new bay bridge suspension tower will be getting 15 feet taller today. caltrans will lift the fifth section of the tower into place about 10:00 this morning. and that will leave just one more section until it reaches 525 feet. chp officers are warning drivers, don't look! keep your eyes on the road, not the tower. >> not so easy at times, though. more action on the federal budget today in washington. president obama is expected to sign a bill to keep the government running for the rest of the fiscal year. the house and senate passed it yesterday. also today, the house is expected to vote on republican congressman paul ryan's 2012

budget proposal to cut more than $4 trillion over the next ten years. and a reminder taxes are due on monday. yup, you get a break here. april 15th of course the traditional deadline but the feds are celebrating emancipation day today in washington. turbotax survey found more than a quarter of americans waited until the final two weeks before the deadline to file taxes last year. state regulators have granted pg&e a rate hike that will bring in $120 million over the next four years. customers will see their bills go up by about 7/10ths of a percent each year. the average bill will go up this year from $5 1.60 to 51.96. 2014 it could be as high as 58.16. now, most of the money will go towards repairs of those transmission lines. but pg&e will have to file reports twice a year showing what it's doing with all the money. critics have said the lack of follow-up in the past allowed pg&e to delay repair projects at will.
